Dr. Dongmin Luo was born to a military family and grew up in Jiangxi, China. He received his B.S in Chemistry from East China University of Science and Technology (formerly East China Institute of Chemical Technology, Shanghai) and both M.S. and Ph.D. degrees in Environmental Engineering from Kyoto University (Kyoto, Japan). He was a research faculty at the University of California, Riverside before joining in the California Air Resources Board, where he is now manager of Air Quality and Climate Science Section in Research Division. He is a Registered Professional Engineer (Chemical) in the State of California and an adjunct college professor of air pollution research. He joined in CCEA in 1999.
